Decision is not the end of pressure. A room may agree on a direction strongly enough to name it and still keep implementation suspended behind softer demands for renewed alignment, emotional readiness, or one more pass at collective reassurance.

At that point unanimity comes back as the hidden criterion for execution. The decision may stand formally, but no one is permitted to carry it out while visible difference still remains in the room.

That is follow-through becoming hostage to convergence theater.

What unanimity does to follow-through

Unanimity makes implementation feel safer because it promises that every next step is backed by clean collective interior consent. No one has to carry a move they still see differently. No residue remains visible in the act itself.

But once renewed unanimity becomes the measure of legitimate follow-through, execution stops being the carrying out of a decision and starts becoming a second hidden decision process with softer language and blurrier accountability.

The room can then preserve the appearance of collective care while quietly rewarding whichever people know how to delay, soften, or reinterpret the move until remaining difference no longer shows. That is not neutrality. It is power behaving as patience.

Then implementation survives only in a narrowed register: not as answerable enactment under pressure, but as enactment licensed by recurrent convergence.

What implementation needs

Answerable follow-through needs a visible owner for each step, a record of what is actually being enacted, and a norm that says practical action does not become illegitimate merely because unresolved difference remains alive around it.
